CCSO detectives arrest sex offender on rape complaint

Cleveland County Sheriff’s Office detectives have arrested a Noble sex offender accused of assaulting a woman last week at his residence.
The investigation into the incident began Dec. 14, when the victim, a 27-year-old woman reported the assault to deputies at Integris Southwest Medical Center in Oklahoma City.
The victim told detectives that a man later identified as Mark Anthony Tullis, 52, picked her up about 5 p.m. Dec. 13, in a parking lot at 1050 SE 44th Oklahoma City and drove her to a rural residence in Cleveland County.
She reported that Tullis attempted to strangle her with a cell phone charging cord when she refused to have sex with him. He then threatened to harm her with a knife if she did not follow through with his demands.
The victim told investigators that she spent the night with Tullis, and he dropped her off the next day at the hospital.
As detectives spoke with the victim, they were able to determine the possible location where the incident happened. Investigators believed the suspect had to be familiar with the area to take the victim to that location to commit the crime.
A query of sex offender registrants found Tullis living in the area. The physical description provided by the victim matched Tullis. The victim also identified Tullis in a photographic line-up.
On Dec. 15, she was further able to direct detectives to the residence described as a shed at 19770 Mooseville Drive near Noble. The shed is currently Tullis’ listed address.
Detectives contacted Tullis and questioned him about the allegations. He admitted to having sexual contact with the victim. Upon arriving at his home, he asked the victim to come to bed with him and she refused. Tullis said that he then brandished a knife and told her to get in bed with him. The victim complied and they had sexual contact throughout the night.
Investigators arrested Tullis on a first-degree rape complaint. He was transported booked in the Cleveland County Detention Center.
No bond has been set. Formal charges against Tullis are pending in Cleveland County District Court.
Records show that Tullis is a Level III registered sex offender. He has been convicted of multiple sexual assaults. Tullis was released from Department of Corrections custody in September, for the most recent incident, which was reported to have occurred in 2004.
